4.3.5 Lifelong Learning Access Policy

A policy that ensures that access to these activities is accessible to all, regardless of ethnicity, religion, disability immigration status or gender.

UNS Policies Ensuring Inclusive and Non-Discriminatory Access to Lifelong Learning

Universitas Sebelas Maret (UNS) has established a university-wide policy framework to promote inclusive and non-discriminatory access to its lifelong learning activities. Through Rector’s Regulations on the prevention of violence, research and community service, and library management, UNS provides a policy basis to ensure that educational and community learning opportunities are open to the public and implemented in accordance with principles of equality, accessibility, and non-discrimination.

This framework supports SDG 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. It combines institutional protection against discrimination with specific provisions that facilitate public access to educational resources, community training, mentoring, and learning facilities.

1. Core Non-Discrimination Policy: Rector’s Regulation No. 7 of 2025

Rector’s Regulation No. 7 of 2025 on the Prevention and Handling of Violence was enacted and promulgated on 21 April 2025 and replaces Rector’s Regulation No. 48 of 2023. Its purpose is to create the implementation of the Tridarma – education, research, and community service – that is “friendly, safe, inclusive, equal, and free from violence” (Article 2 letter c).

  • Non-discrimination principle (Article 4 paragraphs (1) and (2)). Non-discrimination is the regulation’s first principle. It is defined as a principle “that does not distinguish anyone on the basis of ethnicity, religion, belief, race, skin color, age, socio-economic status, nationality, affiliation, ideology, sex, and/or intellectual, mental, sensory, or physical ability” among members of the campus community, the Rector, and UNS partners interacting in the implementation of the Tridharma.
  • Gender equality (Article 4 paragraph (4)). The principle of gender justice and equality gives equal access and equal treatment so that every sex obtains prevention and handling services, including recovery services “without gender discrimination”.
  • Disability rights and accessibility (Article 4 paragraph (5)). The regulation requires equal treatment and attention to the specific needs of persons with disabilities through accessibility and reasonable accommodation, including accessible reporting guidelines, coordination with the UNS unit that serves persons with disabilities, and minimum standards for reasonable accommodation.
  • Discrimination as a prohibited act (Article 7 and Article 13). Campus members, the Rector, and UNS partners are prohibited from committing violence in implementing the Tridharma at locations inside or outside UNS (Article 7 paragraph (1)). Discrimination and intolerance are one of the forms of violence (Article 7 paragraph (2) letter e), defined as any distinction, exclusion, restriction, or selection based on the same characteristics listed in Article 4 (Article 13 paragraph (1)). Because community service is part of the Tridarma and the prohibition applies inside and outside the campus, this regulation is the main policy basis for non-discriminatory access to UNS lifelong learning activities.

2. Policies Governing Lifelong Learning Activities

Rector’s Regulation No. 31 of 2025 on Guidelines for Research and Community Service (enacted 20 November 2025) states that community service may take the form of services to the community, science and technology training, mentoring to build community capacity, or community empowerment (Article 29 paragraph (5)), and may serve both economically productive and non-productive community groups (Article 4 paragraph (2)). Implementers must uphold, among other values, the value of being non-discriminatory (Article 13 paragraph (1) letter h) and must respect human research subjects “without discrimination” (Article 14 paragraph (4)). Results of community service related to the public interest may be published (Article 42 paragraph (4)). Rector’s Regulation No. 19 of 2025 on Library Management (enacted 14 July 2025) defines library users (Pemustaka) as individuals, groups, communities, or institutions that use library services (Article 1 number 9). It establishes an extraordinary membership card for the general public and UNS alumni (Article 1 number 23; Article 18), allows UNS guests to use library services and facilities other than borrowing without prior registration (Article 20), and gives public members the right to read and copy collections and use library facilities (Article 21 paragraph (6)). The library is also tasked with holding workshops, counseling, and mentoring for the community (Article 3 letter e). Source: Peraturan Rektor Nomor 19 Tahun 2025 tentang Pengelolaan Perpustakaan

3. Supporting Policies on Admission and International Access

Rector’s Regulation No. 18 of 2024 on Independent Selection for Diploma and Bachelor’s Programs (status: in force) states that the principle of fairness means UNS gives open opportunities “without distinguishing ethnicity, religion, race, and inter-group differences, with affirmative action for economically disadvantaged groups” (Article 2 paragraph (2)). It provides an affirmation pathway for persons with disabilities (Article 5 paragraph (4) letter a), selection criteria for candidates from economically disadvantaged families (Article 8 paragraph (4) letter a and paragraph (5)), and exempts KIP-K scholarship recipients from the tuition provisions in Article 15 (Article 16). Rector’s Regulation No. 19 of 2023 on the Admission and Management of International Student Services opens degree programs to foreign nationals (Article 2 paragraph (1)) and non-degree programs through credit transfer, credit earning, and non-credit programs (Article 5). The unit appointed by the Rector handles study permits, visas, residence permits, and other immigration documents for international students (Article 7 paragraph (1)), and international students may join the Indonesian Language for Foreign Speakers (BIPA) program (Articles 8 and 9). Conclusion

UNS has a binding, university-wide non-discrimination principle in Rector’s Regulation No. 7 of 2025 that covers ethnicity, religion, disability, sex, and nationality across the implementation of the Tridharma, including community service. This principle is reinforced by regulations governing lifelong learning activities (Rector’s Regulations Nos. 31 and 19 of 2025), affirmative admission measures (Rector’s Regulation No. 18 of 2024), and access for foreign nationals (Rector’s Regulation No. 19 of 2023). These regulations are based on Law No. 20 of 2003 on the National Education System.
