5.6.1 Policy of non-discrimination against women

UNS Strengthens Its Policy of Non-Discrimination Against Women through Rector’s Regulation No. 7 of 2025

In 2025, Universitas Sebelas Maret (UNS) updated its institutional framework for gender equality by enacting Rector’s Regulation No. 7 of 2025 on the Prevention and Handling of Violence. The regulation was enacted on 21 April 2025 and replaces Rector’s Regulation No. 48 of 2023 on the Prevention and Handling of Sexual Violence (Article 86). It broadens protection from sexual violence alone to all forms of violence, including discrimination and intolerance, in support of SDG 5: Achieve gender equality and empower all women and girls.

Non-Discrimination on the Basis of Sex as a Binding Principle
  • Non-discrimination (Article 4 paragraphs (1) letter a and (2)). Non-discrimination is the regulation’s first principle. It means not distinguishing anyone, among other characteristics, on the basis of sex (jenis kelamin), ethnicity, religion, race, nationality, and disability, among members of the campus community, the Rector, and UNS partners in implementing education, research, and community service.
  • Gender justice and equality (Article 4 paragraph (1) letter c and paragraph (4)). The regulation provides equal access and equal treatment so that every sex receives prevention and handling services, through handling that is sensitive to unequal power relations, easy access to recovery services “without gender discrimination”, and firm and proportional sanctions for perpetrators.
  • Discrimination is a prohibited form of violence (Article 7 paragraph (2) letter e and Article 13 paragraph (1)). Discrimination and intolerance include any distinction, exclusion, restriction, or selection based on sex and the other listed characteristics. Campus members, the Rector, and UNS partners are prohibited from committing such acts in activities inside or outside UNS (Article 7 paragraph (1)).
  • Women’s representation in the Task Force (Article 21 paragraph (11)). The Task Force for the Prevention and Handling of Violence (Satgas PPK) must include women as at least two-thirds of its members.

Implementation in 2025

UNS officially launched the regulation on 8 May 2025 at a national seminar titled “Strengthening Higher Education Governance towards an Inclusive and Equal Campus Free from Violence” at UNS Inn. The Rector stated that the regulation strengthens protection for the campus community from all forms of violence, including gender-based violence. The regulation was presented as a follow-up to Ministerial Regulation No. 55 of 2024 on the Prevention and Handling of Violence in Higher Education, and the Satgas PPK was placed directly under the Rector.

On 22 September 2025, the Satgas PPK held a socialization and focus group discussion on implementing the regulation with the heads of administration of all faculties and schools, followed by a survey of the campus community and monitoring and evaluation of implementation at the faculty level.

Impact

Through Rector’s Regulation No. 7 of 2025, non-discrimination on the basis of sex is no longer limited to cases of sexual violence. It is a binding principle across all university activities, enforced by a Task Force in which women hold at least two-thirds of the seats and backed by administrative sanctions. This gives women students and staff a clear legal basis and a reporting route when they experience unequal treatment.
