UNS’s Contribution in Providing Expert Advice and Policy Support to Government Institutions
Universitas Sebelas Maret (UNS) consistently provides expert advice and technical guidance to government institutions at the local, regional, and national levels, supporting evidence-based policymaking and the effective implementation of public programs. Through partnerships with ministries, local governments, and national agencies, UNS contributes its academic expertise, research findings, and professional capacity to strengthen governance, improve human resource development, and promote sustainable regional and national development.

- UNS’s Expert Support to Local and Regional Governments in Civil Service Competency Selection
Universitas Sebelas Maret (UNS) actively provides expert advice to the government through strategic collaborations with local and regional authorities in Central Java. On 29 November 2024, UNS signed cooperation agreements with the Provincial Civil Service Agency (BKD) of Central Java and the Regional Civil Service and Human Resource Agencies (BKPSDM) of Semarang, Pati, and Wonogiri. The agreements focused on facilitating the Competency Selection of PPPK (Government Employees with Work Agreements) and the Field Competency Selection (SKB) for CPNS (Civil Servant Candidates) for 2024, using the Computer-Assisted Test (CAT) method. UNS’s involvement included providing technical expertise, infrastructure, and administrative support to ensure the selection processes met standardized competency requirements.
Through this collaboration, UNS contributed to evidence-based decision-making and strengthened public administration at both local and provincial levels. The university ensured a smooth implementation of the selection processes by offering service excellence, academic integrity, and professional support for government officials and candidates. This partnership demonstrates UNS’s commitment to supporting the government in achieving merit-based recruitment, capacity building, and governance improvement, reinforcing its role as a trusted partner in regional human resource development.
The collaboration also reflects UNS’s broader role in enhancing policy implementation and governance. - UNS’s Expert Advice to Government on Sustainable Upland Agriculture Development
Universitas Sebelas Maret (UNS), through its Center for Environmental Research (PPLH) LPPM, actively provides expert advice to the government by facilitating a Focus Group Discussion (FGD) on the Readiness Study for Upland Region III Expansion in Purbalingga, Banjarnegara, and Magelang on 2–4 December 2024. The event involved multiple stakeholders, including the Ministry of Agriculture, local agricultural offices, academics, practitioners, and farmer groups. UNS deployed a team of experts to provide evidence-based guidance, technical analysis, and strategic recommendations to support the sustainable expansion of productive and environmentally friendly upland agriculture areas.
The FGD focused on mapping potentials and challenges, including soil, climate, and water resource analyses, infrastructure evaluations (road access, irrigation, and storage), socio-economic approaches to ensure community participation, and environmental conservation. The discussions also emphasized the importance of synergy between national and local governments to accelerate the development of basic infrastructure in remote upland areas. UNS’s contribution enabled data-driven policy guidance and promoted participatory decision-making, ensuring that planning aligns with both community needs and environmental sustainability.
The outcomes of the FGD will serve as a foundation for strategic policy formulation regarding upland expansion in Region III. By integrating inclusive stakeholder engagement, technical expertise, and research-based evidence, UNS demonstrates its role in strengthening government capacity, policy development, and sustainable agricultural governance, directly contributing to the achievement of SDG 16 – Peace, Justice, and Strong Institutions.
- UNS’s Expert Advice to the Regional Government for Long-Term Urban Development Planning
Universitas Sebelas Maret (UNS), through the Regional Development and Infrastructure Planning Center (PIPW), provided expert advice to the government in preparing the Preliminary Draft of the Long-Term Regional Development Plan (RPJPD) for Surakarta City, 2025–2045. The process involved evidence-based analysis, policy guidance, and strategic recommendations to ensure sustainable and human-centered development aligned with Indonesia’s national vision, Emas 2045. UNS supported the city government by identifying development challenges, offering data-driven solutions, and contributing to adaptive planning for long-term urban growth.
The public consultation on 4 January 2024 brought together around 200 participants from the local parliament (DPRD), government agencies, civil society organizations, business representatives, academics, youth forums, media, and Bappeda from both the province and surrounding agglomeration areas. UNS experts actively participated in discussions, providing technical advice and recommendations to refine the initial draft, with a focus on integrating human development priorities alongside infrastructure planning.
Through this engagement, UNS demonstrated its role in policy development, evidence-based decision-making, and multi-stakeholder collaboration. By contributing to the RPJPD formulation process, the university strengthened the regional government’s capacity to implement inclusive, data-informed, and sustainable urban policies, directly supporting the achievement of SDG 16 – Peace, Justice, and Strong Institutions.

- Collaboration with Magetan Regency Government on Green Energy and Electric Vehicles
Universitas Sebelas Maret (UNS), through its Faculty of Engineering (FT), actively provides expert advice to the government by collaborating with the Magetan Regency Government to develop and implement policies for green energy and electric vehicles. On 6 December 2024, UNS facilitated a Focus Group Discussion (FGD) and test drive of converted electric vehicles, involving local government officials, academics, industry practitioners, and community representatives. The event aimed to provide evidence-based guidance, policy recommendations, and technical expertise to support the transition to low-emission transportation and the Magetan Green Program.
During the FGD, UNS experts shared insights on carbon emission reduction, renewable energy integration, and sustainable transport systems, while participants directly experienced the benefits of electric vehicle technology. The university also submitted a Regional Action Plan for the implementation of renewable energy, promoting the use of electric motorcycles, public transportation, and smart city infrastructure powered by local renewable energy sources. These activities demonstrate UNS’s role in policy formulation, stakeholder engagement, and adaptive planning for regional sustainability.
This collaboration reflects UNS’s broader contribution to regional governance, sustainable development, and economic growth by combining technical innovation with participatory policy development. - UNS’s Expert Guidance for Regional Development Planning in Blora Regency
Universitas Sebelas Maret (UNS), through the Regional Development and Infrastructure Planning Center (PIPW) under LPPM, provided expert advice to the government in preparing the 2024 Regional Government Work Plan (RKPD) of Blora Regency. On 5 January 2024, UNS signed a self-managed cooperation contract with the Blora Regency Development Planning Agency (Bappeda) to support evidence-based planning and policy formulation. The university deployed expert teams to provide technical guidance, data-driven recommendations, and policy input on key regional issues, including infrastructure, human resource development, and community-based economic programs such as MSMEs.
The guidance focused on addressing connectivity challenges, reducing poverty, and promoting sustainable local economic development, ensuring that the RKPD aligns with both community needs and strategic development priorities. UNS experts participated in Musrenbang (development planning forums), providing evidence and recommendations to integrate public consultation outcomes into the official legislative program for 2024.
Through this collaboration, UNS demonstrated its role in providing policy guidance, facilitating participatory planning, and informing evidence-based decision-making. - UNS’s Expert Support for Investment Mapping in Ngawi Regency
Universitas Sebelas Maret (UNS), through the Center for Cooperative and MSME Assistance Studies (PSP-KUMKM) under LPPM, provided expert advice to the government in developing the Investment Potential Map of Ngawi Regency. The study aimed to identify priority economic sectors, map subdistricts with high investment potential, and formulate strategic recommendations for future investment growth. The preliminary report was presented on 18 July 2024, followed by the Interim Report on 14 August 2024, during a meeting attended by the Head of the Investment and One-Stop Service Office (DPMPTSP) of Ngawi, as well as representatives from Bappeda, BPS, DKPP, Dinas Koperasi, and DPPTK, along with local stakeholders. UNS experts, including Prof. Dr. Ir. Heru Irianto, Malik Cahyadin, Dr. Ir. Emi Widiyanti, and Winarno S.Si., provided data-driven analysis, evidence-based recommendations, and technical guidance.
The engagement focused on policy guidance and participatory consultation, ensuring that the investment mapping aligns with regional development priorities and economic opportunities. UNS experts provided strategic inputs and evidence to inform decision-making, including the identification of potential sectors and subdistricts, as well as actionable strategies to enhance investment. The outputs—comprising analytical reports, investment potential data, maps, and strategy recommendations—serve as official references for regional government planning and investment promotion.
Through this collaboration, UNS demonstrated its role in evidence-based policy development, expert advisory, and multi-stakeholder engagement. - UNS as a Strategic National Partner for Human Resource Development
Universitas Sebelas Maret (UNS) has provided expert advice to the national government through a strategic partnership with the Ministry of National Development Planning (Bappenas), formalized under Memoranda of Understanding No. NKB/14/SES/03/2020 and No. 22/UN27/KS/2020, valid until March 30, 2025. The collaboration recognizes UNS as a strategic partner in producing highly skilled human resources for national development priorities. The partnership involves policy guidance, technical training, research, academic support, and community engagement, enabling UNS to provide evidence-based recommendations and capacity-building for planners at both regional and national levels.
UNS contributes directly to national development by offering technical training in regional mid-term development planning, providing full scholarships for postgraduate studies, and offering technical assistance to planners in Central Java. These programs leverage UNS’s research and expertise to support policy formulation, planning effectiveness, and innovative solutions that address current development challenges. By integrating academic insights into practical government applications, UNS strengthens evidence-informed decision-making at the national level.
Through this long-term collaboration, UNS demonstrates its role in providing policy advisory services, evidence-based support, and strategic consultation for national development. - UNS Provides Expert Support for National Competency Certification Programs
Universitas Sebelas Maret (UNS), through its Professional Certification Institute (LSP UNS), has partnered with the Secretariat of the National Professional Certification Agency (BNSP) under the Ministry of Manpower of the Republic of Indonesia to implement the 2024 National Competency Certification Program. This collaboration is formalized through a Self-Managed Cooperation Agreement (Surat Perjanjian Swakelola) and is funded by the Ministry of Higher Education, Science, and Technology, demonstrating UNS’s role in providing expert advice, technical guidance, and standardized assessment for national workforce competency certification.
The partnership enables UNS to contribute expertise in professional competency standards, assessment procedures, and capacity building for vocational and productivity development at the national level. By participating in this program, UNS supports the government’s efforts to ensure that workforce certification is evidence-based, standardized, and aligned with national development priorities, particularly in enhancing human resources for sustainable economic growth.
Through this initiative, UNS strengthens its role as a strategic partner in national policy implementation and workforce development, providing technical recommendations, overseeing certification procedures, and ensuring quality assurance for competency assessments.
