Universitas Sebelas Maret (UNS) demonstrates a strong institutional commitment to inclusivity through a comprehensive policy framework, structured implementation strategy, and continuous evaluation mechanisms to ensure the provision of “reasonable accommodation” for students with disabilities.

 

Formal Strategy: Academic Service Guidelines

UNS has officially established a comprehensive institutional policy through the Guidelines for the Provision of Services to Students with Special Needs in Higher Education Institutions (Panduan Layanan Mahasiswa Berkebutuhan Khusus di Perguruan Tinggi), developed by the Center for Disability Studies (PSD) under LPPM UNS. This document serves as the primary strategic framework for implementing inclusive education and reasonable accommodation across the university.

 

The guideline outlines a holistic framework covering:

  • Student Definition and Inclusion Scope
    Clear classification of students with special needs, including individuals with visual, hearing, physical, intellectual, neurodevelopmental (ASD, ADHD), and mental health conditions.
  • Inclusive Admission System
    Admission pathways that include both general and special entry schemes to ensure equitable access.
  • Inclusive Teaching and Learning
    Implementation of Universal Design for Learning (UDL), including adaptive curriculum delivery, modifications in practicum courses, and flexible assessment methods.
  • Assistive Technology and Learning Support
    Provision of assistive technologies such as screen readers, hearing aids, and other accessible digital learning tools.
  • Accessible Infrastructure
    Standards for physical accessibility across campus, including ramps, guiding blocks, and accessible sanitation facilities.

    Annual budgets are dedicated to the development and maintenance of accessible campus infrastructure, including elevators, tactile paving (guiding blocks), and accessible restrooms.

    Through partnerships such as the Bayan Peduli Disability Scholarship,

Strategic Measurement and Continuous Improvement: UNS Inclusion Metric

UNS strengthens its accommodation strategy by developing the UNS Inclusion Metric (UNS IM), a structured institutional measurement tool designed to assess and enhance inclusivity across faculties and academic units.

Developed from a competitive research grant (2019–2020) and officially launched in 2022, the metric has been continuously refined, with its latest iteration introduced in 2026. The framework evaluates key dimensions of inclusivity, including accessibility of facilities, academic services, student support systems, and institutional responsiveness.

The Inclusion Metric is actively implemented through internal assessments, including faculty-level evaluations and inclusion-based competitions, fostering accountability and continuous improvement across the institution.

This initiative has received national recognition from the Komisi Nasional Disabilitas Republik Indonesia (KND RI) as a leading innovation in promoting inclusive higher education in Indonesia.
