Formal Policies and Procedures for Identifying and Engaging External Local Stakeholders at UNS

Universitas Sebelas Maret (UNS) has developed a regulatory management system that encompasses various institutional legal documents, including decrees, internal regulations, guidelines, and operational policies. These documents serve as a formal foundation to ensure that each unit within the university has a clear legal framework for conducting both external and internal activities.

With the issuance of Rector Regulation Number 16 of 2023, Universitas Sebelas Maret officially establishes a written policy framework to identify and engage external local stakeholders in the implementation of collaborations and external services. Through this regulation, UNS ensures that all forms of collaboration with external partners—including local government institutions, community groups, the private sector, and non-profit organizations—are conducted in accordance with institutionally approved guidelines.

This policy includes formal procedures for establishing collaborations, ensuring that external partners are engaged in a transparent and structured process, and providing external services that support academic functions and community service. This regulation requires universities to implement a Higher Education Quality Assurance System (SPM Dikti) that covers the establishment, implementation, evaluation, control, and improvement of standards in education, research, and community service. In this process, study programs must develop graduate learning outcomes by involving stakeholders and/or the business, industrial, or professional sectors.

Article 8, Paragraph 1 – Graduate learning outcomes, as referred to in Article 7, must be prepared by the study program management unit with the involvement of: a. stakeholders; and/or b. business, industry, and professional sectors.

This regulation governs Collaboration and External Services within UNS. It serves as a guideline for the university to establish, implement, and manage collaborations with various parties, both domestic and international, and to provide services to the community.

Article 1, Paragraph 8 – Collaboration is an agreement between the Rector or authorized units under the Rector within UNS and partner parties, both domestic and international, which is institutional in nature to carry out mutually beneficial activities, formalized in written documents such as Memoranda of Understanding, Collaboration Agreements, and/or Self-Managed Contracts, in accordance with applicable laws and internal UNS regulations.
