Institutional Structure for Ethical Compliance and Oversight at UNS

Universitas Sebelas Maret (UNS) has established a clear, comprehensive, and strong institutional framework to ensure ethical compliance across the entire institution. These structures cover students, academic staff, and non-academic staff, and include both dedicated ethics bodies and designated officials with clear authority.

UNS operates through specialized standing committees and designated oversight bodies that hold the authority to investigate, deliberate, and enforce ethical standards. These bodies provide a structured and transparent mechanism for ethical oversight.

The Rector of Universitas Sebelas Maret, as the Chief Executive and Personnel Supervisor (Pejabat Pembina Kepegawaian), serves as the primary designated official with ultimate oversight and enforcement authority for ethical matters across the institution.

The ethical compliance structure consists of the following key components:

Faculty Ethical Compliance: University Honor Council (Dewan Kehormatan Universitas/DKU)

Lecturers at the university level are under the oversight of the University Honor Council (Dewan Kehormatan Universitas/DKU), as mandated by the Academic Senate Regulation No. 15 of 2021 on the Code of Ethics for Lecturers. DKU functions as a formal institutional body responsible for overseeing ethical compliance among academic staff.DKU is authorized to examine reported violations of the lecturer code of ethics, conduct formal investigations, and assess evidence. Based on these examinations, DKU provides recommendations for sanctions to the Rector through the Chair of the Academic Senate, in accordance with established procedures. This ensures that ethical cases are handled through a structured and accountable decision-making process.

As a formal ethics oversight body, DKU operates collectively under a defined governance structure, led by a Chairperson and supported by appointed members. The council provides institution-wide oversight of ethical matters related to lecturers, ensuring that standards of integrity, honesty, objectivity, and professional conduct are consistently upheld across the university.

Student Ethical Compliance: Student Ethical Council (MKEM)

For students, ethical oversight is carried out by the Student Ethics Council (Majelis Kode Etik Mahasiswa/MKEM), established under Rector Regulation No. 17 of 2025 regarding the Student Ethics Council. This regulation defines MKEM as a formal institutional body responsible for overseeing student ethical compliance.

MKEM is authorized to examine reported violations of the Student Code of Ethics, conduct investigations, and assess evidence. Based on these processes, MKEM provides recommendations for sanctions to the Rector in accordance with established procedures. This ensures that ethical cases are handled through a structured and accountable process.

The council consists of a Chairperson, Secretary, and appointed members, forming a clear governance structure for ethical oversight. MKEM operates on the principles of objectivity, independence, accountability, and transparency, ensuring the fair and consistent handling of student conduct cases.

The Chairperson of MKEM plays a leading role in coordinating ethical oversight and ensuring that investigations and recommendations are conducted in accordance with institutional regulations. Through this structure, UNS ensures that student ethical compliance is monitored and enforced at the university level.

Administrative Staff Ethical Compliance: Staff Ethical Committee (Tim Kode Etik Tenaga Kependidikan)

For administrative (non-academic) staff, UNS has established a Staff Ethical Committee (Tim Kode Etik Tenaga Kependidikan) under Rector Regulation No. 1 of 2021 on the Code of Ethics for Administrative Staff. This regulation provides a formal institutional mechanism for overseeing ethical compliance among administrative personnel.

The Rector appoints this committee to examine alleged violations of the code of ethics and to provide recommendations to the authorized official (Pejabat Pembina Kepegawaian). The committee’s responsibilities include conducting investigations, collecting relevant information, hearing statements from the parties involved, and preparing recommendations on sanctions, as stipulated in Article 13.

The committee operates under a clear governance structure comprising a Chairperson, a Secretary, and members. The Chairperson is responsible for leading and coordinating the examination process, ensuring that investigations are conducted in a structured and accountable manner.

Through this mechanism, UNS ensures that ethical compliance among administrative staff is formally monitored and enforced within the institutional governance system.

Integrated Disciplinary System

Ethical compliance at Universitas Sebelas Maret (UNS) is further reinforced through a formal disciplinary framework that ensures ethical and professional violations are handled in a fair, consistent, and structured manner.

Under Rector Regulation No. 4 of 2022 on Employee Discipline, designated officials are granted authority to investigate violations and impose sanctions in accordance with established procedures. This framework is further supported by Rector Regulation No. 26 of 2021 on Guidelines for the Enforcement of Employee Discipline, which outlines detailed procedures for examination, decision-making, and supervision.

Within this system, authority for disciplinary action is clearly defined. The Rector, as the highest institutional authority, is responsible for disciplinary enforcement and may impose or delegate sanctions to authorized officials (Pejabat Pembina Kepegawaian) in accordance with regulatory provisions. This ensures accountability at the highest level while maintaining an operational enforcement structure across the institution.

Together, this disciplinary framework complements the university’s ethics oversight bodies and ensures that ethical standards are not only monitored but also effectively enforced.

Conclusion

The establishment of MKEM, DKU, and the Staff Ethics Committee, all operating within the university’s governance structure under the authority of the Rector, demonstrates that Universitas Sebelas Maret has a formal and legally established framework for ethical compliance. These regulations are publicly accessible, ensuring transparency and accountability to all stakeholders.

Together, these bodies and systems demonstrate that UNS has a clear, structured approach to ethical oversight. Each group within the university is covered by a formal mechanism, and responsible bodies and officials are clearly defined. This ensures that ethical standards are monitored, enforced, and applied consistently across the institution.

These bodies enforce the ethical values set out in the university’s codes of conduct and ensure that these values are applied in daily academic and administrative practices.
