Universitas Sebelas Maret (UNS) has established a comprehensive, legally binding institutional framework that explicitly prohibits discrimination, harassment, and all forms of violence across the university. Rector Regulation No. 7 of 2025 on Prevention and Handling of Violence

This is the university’s core regulatory instrument governing anti-harassment and anti-discrimination. It adopts a victim-centered, gender-sensitive, and non-discriminatory approach, covering physical, psychological, sexual, and gender-based violence, as well as bullying, discrimination, and intolerance.

Establishes the institutional commitment to an inclusive academic environment and explicitly prohibits discriminatory practices in all university activities. It also mandates equal access to education, career development, and campus services.

Scope of Protection

The UNS policy framework provides protection for all members of the university community, including:

The policies explicitly prohibit discrimination and harassment based on:

  • gender, religion, age, and social background
  • ethnicity, race, and political views
  • disability and minority status

Reporting, Enforcement, and Accountability Mechanisms

Operates directly under the Rector and is responsible for prevention, reporting intake, investigation, victim support, and recommendations.

The regulation ensures transparency and accountability through defined timelines:

  • initial response within 3 working days
  • case assessment within 7 working days
  • investigation within 30 working days
  • final recommendation and rector’s decision within a defined timeframe
Sanctions System

A tiered sanction system ensures proportional accountability:

  • minor: written warning, formal apology
  • moderate: suspension, demotion, restriction of rights
  • severe: permanent dismissal or termination of partnership

 

This structure guarantees legal certainty, victim protection, and institutional accountability.

 

Implementation and Awareness

UNS ensures that anti-discrimination and anti-harassment policies are not merely formal documents but are actively implemented through institutional programs and campus practices:

  • Education and Awareness Programs

Regular seminars on sexual violence prevention and workshops integrating these issues into academic curricula.

  • Inclusive Campus Facilities

Provision of worship facilities for six recognized religions, reflecting interfaith harmony and inclusivity as part of UNS’s identity as the “Fortress of Pancasila.”

  • Support Systems for Vulnerable Groups

Including accessible facilities for persons with disabilities, lactation rooms, and support programs for marginalized groups.
