3.3.6 Smoke-Free Policy
Smoke-Free and E-Cigarette-Free Campus Policy at Universitas Sebelas Maret (UNS)
Universitas Sebelas Maret (UNS) has an institutional policy on smoke-free and e-cigarette-free areas as part of its commitment to protecting the health and well-being of its academic community. The policy is established through Rector’s Circular Letter No. 1903.2/UN27/HK.06/2023, dated May 17, 2023, concerning Smoke-Free and E-Cigarette-Free Areas within Universitas Sebelas Maret. This circular provides formal institutional evidence of UNS’s commitment to establishing a healthier campus environment.
The circular cites Rector’s Regulation No. 872A/UN27/2013 on Green Campus Management Guidelines and national legislation on smoke-free areas. It calls on university leaders to support the implementation of smoke-free and e-cigarette-free areas within UNS. The policy reflects the university’s responsibility to promote a healthy learning and working environment and protect members of its academic community from exposure to tobacco smoke.
This initiative reflects the university’s vision as a Green and Healthy Campus, committed to maintaining a clean and healthy environment while promoting healthy habits among students and staff. The implementation is visible across campus facilities, where “No Smoking and No Drugs” signs and healthy lifestyle regulations are clearly displayed.
UNS leadership emphasizes that the smoke-free campus policy is not only about administrative compliance but also a collective effort to protect the health, safety, and productivity of the academic community. By establishing a smoke-free environment across all campus areas, UNS aims to cultivate a strong health-conscious culture and actively contribute to achieving SDG 3: Good Health and Well-Being.
Through this policy, UNS aims to set a standard for other higher education institutions in creating a healthy, safe, and sustainable learning environment—free from cigarette smoke, pollution, and associated health risks.
Strengthening the Implementation of Smoke-Free Zones in 2025
On January 13, 2025, UNS held a dialogue with the Central Java Regional Board of the Indonesian Society for Health Promotion and Education (Perkumpulan Pendidik dan Promotor Kesehatan Masyarakat Indonesia, or PPPKMI) to strengthen efforts to implement Smoke-Free Zones (Kawasan Tanpa Rokok, or KTR) and raise awareness of the health risks associated with smoking.
The meeting brought together UNS representatives, including the Head of Risk Management and the Head of Organization and Governance, and representatives of PPPKMI Central Java. Discussions addressed the importance of enforcing smoke-free regulations, displaying no-smoking signs, involving the academic community, and establishing appropriate monitoring and evaluation mechanisms. PPPKMI also expressed its readiness to provide technical assistance and training to support KTR implementation at UNS.
The meeting reinforced institutional awareness, identified implementation gaps, and encouraged closer collaboration to advance a smoke-free campus. It also underscored the importance of sustained commitment from university leadership, faculties, staff, students, and relevant public health organizations.

Through these ongoing efforts, UNS reinforces its leadership in promoting a smoke-free campus and protecting public health. This initiative not only reduces smoking behavior within the university but also fosters a culture of health awareness and sustainability. By strengthening education, monitoring, and partnerships, UNS continues to contribute to SDG 3: Good Health and Well-Being, serving as a national example of a clean, healthy, and sustainable higher education environment.
