1.4.2 Local Start-Up Financial Assistance

UNS Innovation and Start-up Incubation Assignment Program 2024

Universitas Sebelas Maret (UNS), through the Directorate of Innovation and Downstreaming, consistently provides financial assistance and mentoring for research-based start-ups initiated by lecturers, students, and alumni. This program demonstrates UNS’s strong commitment to supporting the growth of financially and socially sustainable businesses that deliver both economic and social benefits to the wider community.

In 2024, the Directorate of Innovation and Downstreaming of UNS implemented the Innovation and Start-up Incubation Assignment Program, which consists of five funding schemes:

  • Technology Innovation Program (PIT)

This scheme focuses on the development of innovative products based on research in science and technology, aiming to bring them closer to real implementation in society or industry. The goal is to increase the Technology Readiness Level (TRL) to levels 7–9 so that the innovations can be applied effectively. Common areas supported include engineering technology, renewable energy, new materials, IoT devices, and digital solutions for industrial and MSME productivity.

  • Art and Cultural Innovation Program (PISB)

This scheme supports innovative works in the fields of art, design, and culture that have aesthetic, social, and economic value. It promotes the downstreaming of research and creative works into products or activities that can be utilized by communities and strengthen the local creative economy. Examples include design products, handicrafts, performing arts, films, animations, and cultural festivals.

  • Sebelas Maret Startup Academy (SEMESTA) Pre-Start-up

This scheme is intended for individuals or teams who have business ideas based on research or innovation but do not yet have a formal business entity. Participants receive seed funding and guidance for idea validation, market analysis, and business model development. The focus is on building entrepreneurial fundamentals and initial commercialization readiness

  • Sebelas Maret Startup Academy (SEMESTA) – Start-up

This scheme targets start-ups that already have a prototype or market-ready product or service. The program provides business development grants, mentoring, and industrial guidance to help start-ups expand production capacity, reach new markets, and build strategic partnerships.

  • Sebelas Maret Startup Academy (SEMESTA) – Start-up Acceleration

This is an advanced stage for start-ups that have achieved market validation and are ready to scale up. Participants receive larger funding, intensive mentoring, and access to investment networks and industrial partners to accelerate business growth and sustainability.

All five schemes provide direct financial support in the form of applied research and business development grants, ranging from IDR 22,500,000 to IDR 137,000,000 per team or start-up, depending on the scheme and the innovation’s readiness level.

All program participants have developed research-based, innovative products ready to be turned into sustainable enterprises. The proposal selection process included registration, review, evaluation, and final approval through the UNS Rector’s Decree No. 637 of 2024 on the Determination of Recipients of the Innovation and Start-up Incubation Assignment Program.

In 2024, 35 start-ups and pre-start-ups received financial assistance through this program. Their fields include food and agriculture, technology and IoT, creative and cultural industries, and sustainable economy and business. The total funding disbursed amounted to IDR 2,436,000,000 (two billion four hundred thirty-six million rupiah).

Through this program, UNS provides financial support and business development assistance to strengthen local entrepreneurship capacity, promote the downstreaming of research outcomes, and create new sustainable job opportunities.

In addition to funding, program recipients also receive business mentoring, industrial mentorship, access to co-working spaces, and management training through the SEMESTA incubation activities. These supports ensure that each start-up can grow independently and sustainably in the market.

The Innovation and Start-up Incubation Assignment Program serves as a tangible contribution of Universitas Sebelas Maret toward achieving Sustainable Development Goal (SDG) 1: No Poverty. By providing non-commercial financial assistance to local individuals and teams developing innovation-based enterprises, UNS helps promote economic self-reliance, create new employment opportunities, and strengthen sustainable entrepreneurship capacity.

Many of the supported start-ups also focus on generating positive social and environmental impacts, including waste management innovation, eco-friendly agricultural solutions, and educational products that benefit local communities.

UNS’s commitment to supporting local start-ups through financial assistance is reinforced by empirical research conducted by its scholars. One key study, “Improving Capital Access Literacy for MSME Actors in Baluwarti, Surakarta”, published in the Social, Humanities, and Education Studies Journal, UNS), analyzes how improving financial-literacy training and understanding of funding schemes enhances the ability of micro and small entrepreneurs to access capital. The findings validate UNS’s approach in strengthening community entrepreneurship through targeted funding and mentoring, as implemented in the 2024 Innovation and Start-up Incubation Assignment Program.

Complementing this, Prof. Dr. Ir. Suwarto, M.Si.’s study “Intervensi dalam Pengembangan UMKM dan Implementasi Model Penciptaan Wirausaha Baru pada Masyarakat Miskin di Kabupaten Wonosoboprovides a community-based model for developing new entrepreneurs among low-income groups. Together, these research initiatives reinforce UNS’s evidence-based strategy for inclusive, financially sustainable local entrepreneurship that contributes to poverty reduction (SDG 1).
