16.2.6 Academic Freedom Policy
UNS Commitment to Academic Freedom in Research and Teaching
Universitas Sebelas Maret (UNS) demonstrates its commitment to supporting academic freedom, a fundamental principle for fair, transparent, and integrity-based governance in education.
Academic Freedom
UNS emphasizes its commitment to academic freedom through Academic Senate Regulation Number 8 of 2021, which pertains to Academic Freedom, Academic Forum, and Scholarly Autonomy. This regulation provides an official foundation, ensuring that lecturers and students have the right to choose their fields of study and express their academic ideas openly in academic and public forums. Therefore, UNS provides a policy framework that enables its academic community to contribute freely to teaching, research, and publication activities without undue obstacles, thereby strengthening the institution as a place for independent scholarly dialogue.
Research Freedom
UNS’s support for research freedom is reflected in the 2024 Edition X of the Research and Community Service Guidelines published by LPPM UNS. The guidelines outline research and community service schemes that provide lecturers and researchers with the freedom to select research topics based on their expertise, as well as to develop methods and collaborations tailored to their specific fields. This research freedom is equally granted to both senior and junior lecturers, allowing every academic to develop their careers and conduct research optimally in their respective areas of expertise.

Teaching Freedom
Beyond research and scholarly activities, UNS also supports academic freedom in teaching, as regulated in Rector Regulation Number 35 of 2022, which amends Rector Regulation Number 37 of 2020 regarding Lecturer Workload Rubrics. This regulation provides lecturers with space to develop teaching methods, prepare learning materials, and design project-based, case study, or problem-based learning (PBL) activities. Both senior and junior lecturers have equal autonomy in managing teaching strategies, including mentoring under the Merdeka Belajar Kampus Merdeka (MBKM) program and preparing digital teaching modules, and they receive recognition for innovative teaching practices. This ensures that all educators have the freedom to teach creatively and in ways that are relevant to students’ needs.
