5.6.1 Policy of non-discrimination against women

UNS Policy of Non-Discrimination Against Women to Promote a Safe and Inclusive Campus

Gender-based discrimination and violence remain major challenges in higher education. Women often face barriers in accessing education and participating in academic environments due to stereotypes, unequal treatment, and sexual violence. To address these issues and demonstrate its commitment to creating a safe, inclusive, and fair campus, Universitas Sebelas Maret (UNS) has implemented a policy of non-discrimination against women.

This commitment is realized through the strengthening of The Center for Population and Gender Research (PPKG) as a service and advocacy unit, as well as the implementation of Rector’s Regulation Number 48 of 2023 on the Prevention and Handling of Sexual Violence (PPKS), which serves as the official guideline for reporting and protection for all members of the academic community, especially women.

PPKG UNS functions as an integrated service center focusing on gender equality and women’s protection. It not only provides a space for complaints and assistance for victims of gender-based violence but also actively promotes education and awareness to prevent discrimination on campus. Additionally, PPKG conducts research and academic studies to enhance knowledge on gender issues and offers policy recommendations to university leadership. This initiative aligns with Ministerial Regulation of Education, Culture, Research, and Technology Number 55 of 2024, which emphasizes the principle of non-discrimination (Article 4) and requires universities to establish mechanisms for preventing and handling violence (Article 28). Through collaborations with government institutions and civil society organizations, PPKG expands its advocacy network, making its role not only service-oriented but also a driving force in building a safe, fair, and inclusive campus culture.

This policy has resulted in a clear reporting and protection mechanism that enables both students and staff to seek justice. The positive impacts include a greater sense of safety, increased participation of women in academic activities, and the strengthening of a campus culture free from discrimination.

Moving forward, UNS plans to sustain and expand this initiative through regular gender equality awareness programs, violence prevention training for all university members, and continuous capacity development for PPKG and PPKS units to ensure they remain responsive and effective. Through these efforts, UNS positions itself as a university that consistently upholds gender justice principles, in line with Sustainable Development Goal 5.

It regulates all levels of education, from basic to higher education, and sets the state’s obligation to ensure equal access. It also mandates that at least 20% of the national and regional budgets be allocated for education. Therefore, the Sisdiknas Law serves as the national legal foundation for guaranteeing equal educational opportunities, including for women, to enter and participate in higher education.

Article 4(1) states that education must be conducted in a democratic, fair, and non-discriminatory manner, while upholding human rights, religious values, cultural diversity, and national pluralism.

This law states that higher education institutions must operate in a democratic, fair, and non-discriminatory manner. Ministerial Regulation of Education, Culture, Research, and Technology Number 55 of 2024

This regulation reaffirms the government’s commitment to preventing and handling all forms of violence in higher education institutions. It covers not only sexual violence but also physical and psychological violence, bullying, discrimination, and intolerance. Every university is required to establish a Task Force, provide a safe reporting channel, and ensure victim protection based on the principles of justice, non-discrimination, and gender equality.

  • Article 7 (2) (e) declares that discrimination and intolerance are forms of violence within higher education institutions.
  • Article 28 regulates the functions and authority of the Task Force for the Prevention and Handling of Violence (PPK), which includes receiving reports of alleged acts of violence, including discrimination against women.

Rector’s Regulation Number 48 of 2023 of Universitas Sebelas Maret (UNS)

This regulation governs the prevention and handling of sexual violence within the campus as a follow-up to Ministerial Regulation Number 30 of 2021. It includes preventive measures, mechanisms for victim assistance and recovery, as well as sanctions for perpetrators, supported by the PPKS Task Force. Through this policy, UNS commits to creating a learning and working environment that is safe, equal, and free from discrimination.

Article 2 explicitly prohibits all forms of discrimination based on race, skin color, gender, disability, religion, political belief, nationality, and other statuses.
