Universitas Sebelas Maret’s Climate Action Plan and Collaboration with Local Governments and Community Groups

Universitas Sebelas Maret (UNS) demonstrates its institutional commitment to climate action through a university-wide Climate Action Plan outlined in the Rencana Strategis (Renstra) Green Campus Universitas Sebelas Maret 2025–2029 (UNS Green Campus Strategic Development Plan). This five-year strategic document provides a formal framework for integrating climate change mitigation, environmental management, and sustainability into university policies, operations, and academic activities. UNS also makes its strategic direction accessible to external stakeholders through its official Green Campus website and extends its climate action efforts beyond campus boundaries through collaborations with local governments and community groups. These efforts contribute to SDG 13 (Climate Action) by integrating climate measures into institutional planning and supporting climate resilience through local partnerships.

The UNS Green Campus Strategic Plan 2025–2029 as the University’s Climate Action Plan

Universitas Sebelas Maret has established its institutional Climate Action Plan through the Green Campus Strategic Plan 2025–2029. This five-year plan serves as the university’s official framework for sustainable environmental management and climate action. It outlines strategic programs across six key areas: Setting and Infrastructure, Energy and Climate Change, Waste, Water, Transportation, and Education and Research. These areas provide an integrated approach to addressing environmental challenges and incorporating climate action into university-wide development.

The plan sets measurable targets and programs, particularly in Energy and Climate Change. These include greenhouse gas emission reduction programs covering three emission scopes, a targeted 10% reduction in the university’s carbon footprint during the planning period, and the expansion of renewable energy capacity. Through these targets, UNS integrates climate change mitigation and sustainable energy management into its long-term institutional planning.

Participatory Development of the University’s Climate Action Plan

The development of the Green Campus Strategic Plan 2025–2029 involved a participatory planning process that incorporated university-level and faculty-level data, observations, questionnaires, Focus Group Discussions (FGDs), and workshops. This process enabled different faculties and university units to contribute to the identification of environmental priorities, performance indicators, and strategic programs for the next five years.

A key part of this process was the FGD on drafting the Green Campus Strategic Plan 2025–2029, held on September 12, 2025, in Surakarta. The meeting involved the UNS Green Campus Core Team and Green Campus representatives from faculties and schools. Participants provided input on achievement targets, success indicators, and priority programs, reinforcing a shared institutional commitment to a climate-adaptive campus.

Public Accessibility and Sharing of the Climate Action Plan

UNS makes its Green Campus Strategic Plan and related policy documents publicly accessible through the official UNS Green Campus Legal Basis webpage. Publishing the 2025–2029 Strategic Plan provides an accessible reference for university members, local government institutions, community groups, and other stakeholders to understand the university’s environmental commitments, strategic priorities, and planned climate actions.

By making its Climate Action Plan available through a public institutional platform, UNS supports disseminating its climate action direction beyond the university. This openness gives external stakeholders access to the university’s environmental policies and creates opportunities to align and collaborate on local climate challenges.

Collaboration with Regional Environmental Authorities on Climate Action

UNS extends its climate action initiatives through collaboration with regional environmental authorities, including the Central Java Provincial Environment and Forestry Agency (DLHK). On May 18, 2025, the Agricultural Extension and Communication Study Program at UNS organized an expert lecture in collaboration with DLHK Central Java to promote environmental awareness and discuss environmental movements in rural communities. The activity involved 125 students and introduced the Climate Village Program (Program Kampung Iklim/ProKlim) as a way to strengthen community participation in climate action.

The collaboration continued through community-based activities and the thematic ProKlim Community Service Program (KKN) in July–August 2025. Representatives from the Regional Forestry Office provided preparation and guidance, supporting activities in local villages. Through these initiatives, UNS works with regional government institutions to promote environmental education, encourage community participation, and support climate change adaptation and mitigation at the local level.

Community-Based Climate Action through the ProKlim Program in Karanganyar Regency

UNS also works directly with local governments and community groups through its thematic KKN under the Climate Village Program (ProKlim). In January–February 2025, UNS collaborated with the Environmental Agency (DLH) of Karanganyar Regency to support climate-adaptive village development in five villages in Gondangrejo District: Karangturi, Wonosari, Kragan, Tuban, and Bulurejo. The initiative involved 100 students who worked with local communities to identify existing climate adaptation and mitigation activities, assess community-based environmental practices, and strengthen village capacity for climate resilience.

A workshop held on January 20, 2025, at Kragan Village Hall brought together representatives from the five villages and participating students, with input from a regional forestry extension officer. The activities focused on identifying local climate actions and developing recommendations to strengthen village programs and support Climate Village certification. The team documented further community engagement activities in Desa Kragan during July–August 2025, involving local government representatives, environmental officers, agricultural extension workers, farmer groups, women’s groups, and other community organizations.

These activities demonstrate how UNS translates its institutional commitment to climate action into collaborative initiatives with local governments and community groups. By supporting community participation in climate adaptation, mitigation, and environmental management, UNS strengthens local resilience and expands climate action beyond campus.

Conclusion

Through the Green Campus Strategic Plan 2025–2029, UNS establishes a university-wide Climate Action Plan with defined strategic priorities, programs, and measurable targets for addressing climate change. The university develops the plan through institutional participation and makes it publicly accessible on the university’s official Green Campus website, enabling external stakeholders to understand its environmental commitments and planned actions.

Beyond institutional planning and public dissemination, UNS actively collaborates with regional environmental authorities and local community groups through environmental education, the ProKlim program, and community-based climate adaptation and mitigation initiatives. These efforts demonstrate the university’s commitment to extending its Climate Action Plan beyond campus boundaries and engaging local stakeholders in addressing climate challenges. By integrating climate action into institutional planning and supporting collaborative community-level implementation, UNS contributes to SDG 13 (Climate Action) and promotes a more climate-resilient, sustainable future.
